Oprettelsen skete i forbindelse med at <a href="/wiki/Aarhus_Byr%C3%A5d" title="Aarhus Byråd">Aarhus Byråd</a> efter en forespørgsel fra J...&#039;</p> <p><b>Ny side</b></p><div><br /> Aarhus havde fra slutningen af 1910´erne to værgeråd: Nordre og Søndre Værgeråd.<br /> Oprettelsen skete i forbindelse med at [[Aarhus Byråd]] efter en forespørgsel fra Justitsministeriet om oprettelse af to værgerådskredse i Aarhus, nemlig<br /> <br /> De to foreslåede værgerådskredse skulle være adskilt af åen. I midten af oktober 1909 opgjorde [[Aarhus Kommune]] beboertallet i byens gader. Sammentællingen viste følgende resultat: Nemlig at ud af 58.858 af byens indbyggere boede cirka 30.000 nord for åen i modsætning til 29.000 syd for åen. <br /> <br /> Justitsministeren udpegede en formand til hvert værgeråd.<br /> Søndre Værgeråds formand blev [[C.M. Jespersen]] (1852-1914) og Nordre Værgeråd fik Borgmester [[E.
