Den 24. april 1895 blev titlen ophøjet til dannebrogsmand, og 1. juni samme år avancerede han til at blive stiftamtmand over [[Aarhus Amt]]. Her blev han til 1915, hvor han tog sin afsked.<br /> <br /> Under sin tid som stiftamtmand, blev Dreyer i 1896 også udnævnt til kgl. kommissarius for jernbanen fra Horsens til Bryrup, fra Hammel, syd om [[Brabrand Sø]], til Aarhus og fra Ebeltoft til Trustrup. Derudover var han direktør for Horsens Tugthus i 1895-1915 samt formand for &#039;&#039;Kronprins Frederiks Fond&#039;&#039;.<br /> <br /> I 1902 blev han kommandør af Dannebrog af 1.
