De konservative pegede blandt andet på, at Aarhus gik glip af flere store arrangementer, som i stedet gik til byer med bedre faciliter, for eksempel til Herning. Forslaget blev nedstemt, men drømmen om en aarhusiansk skøjtehal levede videre. Arkitekt [[Jørgen Absalonsen]] blev udpeget til at tegne den nye hal, og efter lidt diskussion kunne den kommende skøjtehal endeligt sendes til offentlig licitation. 24. september 1972 kunne man læse følgende i avisen: ''”For Århus Kommune, magistratens 4. afdeling, udbydes herved offentlig licitation nedennævnte entrepriser ved overdækning af skøjtebanen ved Gøteborg Allé i Århus. … Skøjtehallen opføres væsentligst som muret byggeri. Udover overdækningen af den eksisterende skøjtebane inkluderede projektet også et cafeteria, mødelokaler, omklædningsrum, lægerum, depoter, kiosk og tilskuerpladser til 2.700 mennesker. Netop tilskuerkapaciteten var et tilbagevendende debatpunkt. Ishockeysporten oplevede i 1970’erne en stigende popularitet – især på bekostning af håndbolden. I København kunne der spilles kampe for 5.000 tilskuere, mens skøjtehallen i Herning havde plads til 4.000 tilskuere. Så var 2.700 tilskuerpladser nok? Flere læserbreve i lokalaviserne mente det ikke, og ishockeylandsholdets træner, Kai Lassen, mente, at en by som Aarhus burde have en ishockeyhal med plads til 12.000-14.000 tilskuere. Aarhus Kommunes idrætsinspektør, Walther Møller afviste dog kritikken. Skøjtesæsonen gik fra oktober til marts, men uheldigvis faldt åbningen af skøjtehallen sammen med [[Den første oliekrise|den første oliekrise]], som udover de senere så kendte bilfrie søndage også betød, at der generelt skulle spares på energien. For skøjtehallen betød det indskrænkede åbningstider. Hen over julen prioriterede kommunen at holde hallen åben for offentligheden, hvilket medførte, at idrætsforeningerne ikke fik nogen træningstider. Aarhus Kommune havde fra start af besluttet, at hallen skulle være åbent 50 % for offentligheden og 50 % for byens idrætsforeninger. Idrætsforeningerne blev selv enige om at dele timerne mellem sig, så Skovbakken og CB havde hver 13 timer på til rådighed isen. De 13 timer også inkluderede turneringstid – og for CB’s vedkommende også timer til kunstskøjteafdelingen. Den manglende haltid gjorde, at forhandlinger om en fusion af de to hold var på tale. I sidste ende gik fritidsafdelingen i kommunen ind og besluttede, at Skovbakken, der havde dobbelt så mange medlemmer som CB, fik tildelt 16 timer, mens CB blot fik syv timer. Efter dette besluttede CB at nedlægge sin seniorafdeling i ishockey, hvorefter syv af holdets spillere meldte sig ind i Skovbakken. Der kom ikke den store tilskuerstrøm, som ishockeysporten havde håbet på. Da Skovbakken i foråret 1976 (forgæves) kæmpede om at spille sig i 1. division, var der lige over 1.200 betalende tilskuere fordelt over lørdag og søndag. Dette var næsten lige så mange tilskuere, som der havde været i hele den foregående sæson. Det betød dog ikke, at aarhusianeren ikke havde taget godt imod den nye skøjtehal. De offentlige skøjtetimer var godt besøgte, og i marts 1975 kunne hallen markere besøgende nr. 50.000 på isen. Det var blot nogle af de ting, som aarhusianerne klagede over. Derfor var der også mange der glædede sig, da byrådet i slutningen af maj 1918 vedtog at bruge 80.000 kr., svarende til godt 2.5 millioner kr. i dag, til anlæggelsen af en kommunal skøjtebane ved [[Friheden]]. Skovområdet ved Friheden var fyldt med moser, der nu blev udgravet til nogle mindre søer forbundet af kanaler, så de kom til at fremstå som én stor sø. Det gjorde derimod skøjteartisterne fra den store amerikanske is-revy, [[Holiday on Ice i Aarhus|Holiday on Ice]]. Fra 1954 til 1961 gæstede de hvert år Aarhus og optrådte med glitter og glamour i [[Aarhus-Hallen]] klemt inde bag [[Skt. Knuds Torv]]. Banerne havde det amerikanske foretagende selv med. Gulvet i Aarhus-Hallen skulle først dækkes af et lag tjærepap, hvorpå der blev hældt savsmuld. 6,76 kilometer stålrør blev udlagt, og disse blev dækket af et tyndt lag sand.
